The policy goal of the Wisconsin Initiative to Promote Healthy Lifestyles is to support and improve the systematic delivery of Screening, Brief Intervention, and Referral to Treatment (SBIRT) services in health care settings for a variety of risky and unhealthy behaviors and mental health disorders. This will involve forging partnerships among the federal, state, tribal, county, and local governments, health care financing organizations, health care provider organizations, health care professionals, mental health providers, employers, substance abuse treatment programs, school systems, and patients. To move toward our goal of having SBIRT services become part and parcel of basic health care in Wisconsin, we have formed a Governor's Policy Committee and subcommittees focusing on various aspects of WIPHL that are crucial to the project's sustainability.

The subcommittees focus on the following areas:
• Increase Patient Access to SBIRT Services
• SBIRT Billing and Reimbursement
• Promoting Demand for SBIRT Services
• SBIR for Co-Occurring Mental Health Needs, Tobacco, and Trauma
